African Community Fund Adopts Framework for Interim Appointments and Regional Representation

The African Community Fund (ACF) has adopted a new directive, ACF-DIR-021, establishing the mandates, authority limits, remuneration caps, and immunities governing interim officers and regional representatives, effective 13 July 2026.

The directive covers three categories of appointees: interim Presidents and Ambassadors serving in a ceremonial and representative capacity until the next Voting Meeting; lead negotiators handling specific legal and diplomatic mandates, including treaty negotiation and precious metals reserve integrity work; and regional liaisons supporting community relations and Program execution on the ground. Remuneration for each category is capped and may be paid in cash, Deferred Remuneration Instruments, or a hybrid of both, in line with the Fund's overall operational budget limits.
