Executive Summary
This Program fulfills the Fund's commitment to transparency and accountability (Article 16.3, Article 15). By financing the development of open data portals, governance training, and audit system enhancements, the Fund empowers Members and the public to verify operations and participate in community development. All projects must prioritize machine-readable data, privacy, and alignment with Charter disclosure requirements.
Program Objectives
- Publish 100% of required financial statements and Program criteria in open formats.
- Enable public access to non-sensitive governance records and impact metrics.
- Train 500+ governance officials on transparency standards and data management.
- Integrate Open Data APIs with Member systems for automated reporting.
- Establish whistleblower and feedback channels per Article 15.4.
